Jeffries said after returning from a trip to Annapolis.   The Democratic leader, who is seeking to counter the GOP's own gerrymandering efforts, met with Maryland Gov. Wes Moore (D), who backs the plan, and State Senate President Bill Ferguson (D), who does not.   Mr. Ferguson opposes the new map — which seeks to draw out the state's lone congressional Republican, Rep. Andy Harris — arguing that the mid-cycle redistricting fight could be costly for Democrats, both politically and legally. He also argues there is not enough time to make the change due to the primary schedule.   Rep.
